OPENING OF EKLAVYA MODEL RESIDENTIAL SCHOOLS

SHRI NARESH BANSAL:

Will the Minister of TRIBAL AFFAIRS be pleased to state:

(a) whether all the schools established under EMRS are functional;
(b) if so, the details thereof, State and UT-wise;
(c) whether Ministry is planning to start new schools for Uttarakhand, if so,the details thereof;
(d) whether the Ministry has adopted the recommendations of the Standing Committee on EMRS over land requirements and population criteria; and
(e) if not, the reasons therefor?

(a) & (b): In 2019, the Ministry has revamped Eklavya Model Residential School (EMRS) scheme. Under the new central sector scheme 452 EMRS will be setup. With 288 schools already sanctioned under the old scheme, the Ministry has set the target of setting 740 EMRS by 2026. As on date, administrative approval for setting up 694 schools has been given, where state has provided suitable land. Out of these, 401 EMRSs are functional. The State/UT wise details of EMRSs sanctioned and functional are at Annexure.
As it takes about 2 years to complete construction of a school after administrative and financial sanction is given, the states have been advised to make school functional from suitable alternate building with taking teachers on deputation or hiring retired teachers, as National Education Society for Tribal Students (NESTS), autonomous organization under Ministry is in process of recruitment of teaching and non teaching staff.

(c) : In the State of Uttarakhand, Ministry has sanctioned 3 EMRSs under Article 275(1) and as per guidelines of the revised scheme, 1 new EMRS has been sanctioned in Chakrata Block of Dehradun District. All these 4 schools are reported to be functional as on date.

(d) & (e): The recommendations of the Standing Committee on EMRS over land requirements are incorporated in guidelines of the scheme and Ministry is giving relaxation on merit.
